So I got this car with plastic lights and they look like the shit (cloudy), so what is the best way to clean them up?

Also how would one go about tinting tail lights?

Mothers plastic polish and a power ball worked wonders for me.

they make kits to clear them up. basically increasing grits of sandpaper till its about polished. and as cheap as it sounds, ebay is a great place for tail light tint. you can buy covers or get a film. i bought pre cut film for my car for $15. i would check into that.

Go see Gabe Roman at Roman Auto Body, he has been tinting taillights for YEARS. It's a spray-on deal that works pretty good.

+ 1 for Gabe. He did the paint on the front of the t-bird after my accident. Nightrunner did my tails, and i think they turned out great, so you might ask him too. Use the 3m kit in the parts store (20 bucks) for the headlights. I used one kit on 3 cars, and it turned out great.

I do headlight buffs/ any other plastic lights all the time. Just use some soapy water in a spray bottle or some spray detailer with 1500 grit. Then buff them out with a cutting compound. Put some Laminx or other film over them if you want to make sure they dont cloud up again.
