FIRST you should loook at maintenance things-
Front struts - might be magic cock pony
Radius rod bushings - might be magic cock pony
Rear end clunk - Might need a "special" fluid change
Fuel line to the rail - Can wear on some cars and burn to the ground

You need to make a plan first and what is "cheap", because a lot of GTO parts are not cheap....

Get a catchcan and a heat soak reduction kit first.....
What do you mean by exhaust? Cat back? Headers back?
CAI's are magic cock pony on these cars, sell it and get a Vararam or Svede Speed (This is the best option).... honestly, stock air box is better than a CAI. I have a lightly modded one w/ a K&N I have for C H E A P.
ORCAI, HSRK, ported intake mainfold, headers and a TUNE are what you need to start with. 6 spd I assume? If not, there is transmission tuning that needs to be done.

Nice work.

As said, I would just do whatever Tye did, because that works well.

ported intake manifold/ throttle body, long tubes, o/r/x, and tune for the fun stuff. replace every bushing in these things it sounds like. a better diff cover seems to be popular too. i believe harrop is the one to go with but could be wrong

Pass on the diff cover unless you plan on dragging it or road racing. Just get a bushing insert for the time being. Not worth it for the shit that goes on around here and they are fricking spendy.
